The Carboneras Town Council has begun drafting its new Urban Planning Plan (POU), which will replace the 1998 Subsidiary Regulations. The first public participation forum will be on Tuesday, November 12.
The Carboneras Town Council has started drafting its new Urban Planning Plan (POU), the document that will set what can be built and how in the municipality and which will replace municipal regulations almost 30 years old. According to the Council, the intention is to have the Preliminary Draft of the Plan ready in January to submit it for processing to the Junta de Andalucía.
The mayor, Salvador Hernández, has stated that the goal is to have urban planning regulations that provide "more legal certainty to owners and investors." The Council maintains that the accumulation of specific amendments to the current planning generates interpretation difficulties.
Two forums on November 12
The drafting of the plan will be preceded by a participation process. The next appointment will be on Tuesday, November 12, with two working forums: one open to groups, associations and the public in general, and a technical panel aimed at architects, developers and real estate professionals. In addition, the Town Council will circulate a questionnaire so that the political groups of the Corporation and the public can convey their vision on the future development of the municipality.
The architect and urban planner Juan Carlos García de los Reyes, from the contracted technical assistance, has explained that the work is framed within Law 7/2021 on the promotion of territorial sustainability in Andalusia (LISTA). According to him, the plan must facilitate "access to decent housing at a fair price," green areas, more trees and parking where appropriate.
Action in the old town
At the same time, the Town Council has commissioned a specific amendment to the 1998 Subsidiary Regulations to resolve a specific problem in the old town. There are numerous plots and small buildings, especially of small owners, that do not reach the minimum dimensions required by the regulations and therefore cannot be renovated, built, demolished or rebuilt. The amendment seeks to allow those interventions and revitalize the area, in coordination with the Junta de Andalucía.
How to participate
Anyone who wants to contribute their vision will be able to do so at the open forum on Tuesday, November 12 and through the questionnaire that the Town Council will circulate. The Council has not specified in the announcement the time or place of the forums.
